Overpriced coffee. Thick clouds of smoke. Vague feeling that everything was just ‘novelty’ dressed up as ‘culture’. What I actually got, however, was something much more interesting — and somewhat humbling. ## **The First Impression You Get** Upon entering your first coffeeshop — the ambience will surprise you (for the better). Calm. None of the chaos. No seedy corners. Nobody looking around like they’re committing a crime. Adults are chatting at tables. Reading books. Playing chess. An elderly couple is sharing a joint (what seems to be) a typical Tuesday afternoon date. Behind the counter, staff are knowledgeable — in a manner that would likely embarrass many pharmacists. When you ask about a specific strain, you’ll receive an actual description — effect profile, flavor profile, THC content, recommended consumption method. It doesn’t seem as though you’re purchasing something illegal; rather, speaking with a wine expert. ## **What Does the Actual System Look Like?** Amsterdam’s coffeeshops operate based upon a “tolerance” policy. You can buy no more than 5g of cannabis during each visit. No booze is available within these establishments. Anyone wishing to enter one of the coffeeshops must produce proof that they are 18+ years old. Advertising for coffeeshops is non-existent outside of them — no flashy signs etc. Low-key is how the coffeeshops exist — and they do so very tightly regulated — which may seem paradoxical — but is also why the coffeeshops work so effectively. ## **The Result: Undercut Black Market** As a direct result of coffeeshops operating as such, the black market within the Netherlands has been significantly undercut. Folks aren’t buying weed off of some dude in his car park anymore. They’re purchasing tested & labeled products in a safe area — they pay taxes on them too — and go home unscathed. ## **What Bothered Me Most About It** It wasn’t the cannabis that bothered me — it was the normalization of it. There was nothing to hide. Nobody seemed embarrassed by being in the shop. There weren’t people nervously glancing over their shoulders worried someone would spot them. Simply folks choosing to consume responsibly in a setting designed for that. When comparing this to our own experiences with cannabis here in the U.K., it becomes apparent how starkly different things really are. To find cannabis in this country — legally at least — you need to navigate through a grey market at best, and a true black market at worst. You don’t know what is actually in whatever you’re consuming. There is no quality control, labeling, or repercussions should something be wrong with what you purchased. The product could literally be anything. This difference in my head hit me hardest when I sat in a bright light-filled Amsterdam cafe with a menu in front of me and staff members willing to answer my questions. ## **What We Are Really Missing Out On In The Uk** It isn’t about smoking cannabis out in public — that’s merely the easiest criticism reform opponents reach for. What we truly are missing out on in the UK is structure — one that distinguishes cannabis from other harder drugs — structure that includes quality assurance — structure that allows for government to collect tax revenue on sales of said substance — and structure that treats grown-up individuals as grown-ups themselves. The coffeeshop model isn’t perfect. Amsterdam has struggled for years with contradictions in their policies — while allowing legal sale of cannabis in their shops — but still providing illegal means of supplying those shops. However, the underlying premise of regulating access to cannabis, creating transparency, removing stigma — is correct; and there is strong evidence to support the positive social impacts that coffeeshop-style regulation would provide. The UK cannabis debate is changing. Reforms supporters are becoming louder. Public sentiment is moving toward supporting reforms. And even before any reforms are implemented, the medical cannabis industry in the UK is already demonstrating that responsible regulatory frameworks can function successfully in our country. The Amsterdam coffeeshop did not feel like a foreign concept that I could never envision happening back home — it felt like a glimpse into somewhere rational that the UK simply has not reached yet.
